On the sidelines of the Burkinabe Culture Biennial, the Ministry of Communication, Culture, Arts and Tourism (MCCAT) organized on Monday, May 1, 2023 in Bobo-Dioulasso , a conference of its decentralized technical structures.
Framework for exchanges and annual orientation on the operation and management of the decentralized structures of the Ministry of Communication, Culture, Arts and Tourism (MCCAT), the conference of decentralized technical structures was held on Monday 1st May 2023 in Bobo-Dioulasso on the sidelines of the Burkinabe culture biennial .
“Issues, challenges and prospects of the decentralization of MCCAT, for the strengthening of the socio-economic development of Burkina Faso”, was the theme of this conference which brought together the regional directors of communication and the media, the regional directors of culture , arts and tourism, provincial directors of culture, arts and tourism and governors.
According to the Minister of Communication, Culture, Arts and Tourism, Rimtalba Jean Emmanuel Ouédraogo, the conference of decentralized technical structures occupies a place of choice in strengthening the supervision and support of the decentralized structures of the ministry. .
Because, he said, deconcentration appears to be a requirement of good governance. According to the Minister, the conference of decentralized technical structures aims to strengthen the good governance of decentralized structures.
It was, he added, specifically during the meeting to examine the state of operation of the decentralized structures, to promote the sharing of good administrative practices and management of the decentralized technical services, to apprehend operational difficulties and make recommendations.
For the minister, this conference of decentralized structures testifies to the ministry’s commitment to fight against the congestion of the central power which causes the slowness in the processing of files on the one hand and on the other hand the will of the department to bring the administration of the administered.
In addition, he continued, it has made it possible to better take into account in a diligent manner the concerns of users. This is why he said he hoped that the participants’ contribution to the consolidation of consultation frameworks would not end with the closing of the conference, but that each day, each at his level of responsibility, would contribute to strengthening his impact in the everyday life of citizens and users. The Minister hoped that the debates would highlight the difficulties linked to the functioning of the decentralized structures.
