Scaling of the Single Social Register (RSU): A working meeting held in Zorgho to inform stakeholders


The Technical Secretariat of the Single Social Register (ST/RSU) organized a working meeting with local authorities, civil society organizations (CSOs) and resource persons in the municipality of Zorgho thisMay 8, 2024. Held in the meeting room of the Reading and Cultural Activities Promotion Center (CELPAC) of Zorgho under the presidency of the high commissioner of the province of Ganzourgou, Aminata Sorgho/Gouba, this meeting is part as part of the national deployment of the Single Social Register (RSU) .

During this meeting, the head of the operations department of the RSU Technical Secretariat, Ibrahim Sorgho, delivered a detailed presentation of the organizational framework, methodological approaches and objectives of the RSU. According to him, the RSU is a centralized information system that aims to gather demographic and socio-economic data of poor and vulnerable households, thereby facilitating the identification and selection of beneficiaries of social programs. According to him, the objectives of t
he RSU are multiple, ranging from the production of unique identification codes for each registered person to the regular updating of lists of beneficiaries of social programs.

He stressed that this initiative adopted in 2021 stems from the National Social Protection Policy (PNPS) of 2012, aimed at improving the living conditions of the most vulnerable populations in Burkina Faso.

According to Mr. Sorgho, the creation of the RSU responds to several imperatives, including the need to have a single and reliable database to avoid the dispersion of investments, reduce operational costs and improve the coordination of social programs.

As part of the progressive deployment of the Single Social Register (RSU) in Burkina Faso, two regions (the Center-East and the Center-West) were selected for the pilot phase. These regions served as a testing ground in 2023 to test the instruments and tools for operationalizing the RSU, allowing the process to be refined before its national expansion.

As for the scaling phase of
the RSU which is now beginning, this year it concerns 11 provinces spread across seven regions of Burkina Faso. Among these provinces is that of Ganzourgou, hence the holding of this working meeting in Zorgho. This step marks further progress in the process aimed at extending the RSU to the entire national territory over a period of three years.

For Mr. Sorgho, this gradual deployment strategy ensures effective implementation adapted to local realities. It demonstrates the authorities’ desire to take into account the specificities of each region in the process of construction and operation of the RSU.

The participants in the meeting expressed their satisfaction with the organization of this meeting and asked numerous questions aimed at clarifying the modalities of implementation of the RSU. They also committed to relaying the information received to the local population, thus demonstrating their willingness to actively support this process.

The high commissioner of Ganzourgou province, Aminata Sorgho/Gouba
welcomed the commitment of the participants and encouraged them to become ambassadors of the RSU in their respective communities. He underlined the importance of this initiative in the fight against poverty and expressed his gratitude to the technical and financial partners who support the deployment of the RSU.
