In an address at the opening of the 7th edition of the International Parliamentary Forum on Social Justice, held under the High Patronage of HM King Mohammed VI under the theme “Human Capital: a fundamental lever for social justice”, Bouayach stressed the need to mobilize significant funding to invest in human capital, including through education, health and social protection with its four components.

Preserving the citizens’ dignity requires strengthening their skills and ensure access to basic rights, in this case health and education, she added, noting that the protection of these rights is a prerequisite for consolidating human capital and measure the level of social justice.

These rights are the cornerstone of social justice, noted Bouayach, explaining that education is a springboard for self-development while health, physical and moral, is the preliminary basis of other rights.

According to the CNDH president, social and territorial inequalities are globally due to policies that only take into account the needs to address development issues, neglecting the dimension of rights and freedoms. She called for the need to integrate human rights in public policies to meet the requirements of the new social pact between citizens and the State.

Strengthening the contractual dimension will help to bridge the gaps, she insisted, noting that the human rights situation impacts the stability and social cohesion.

According to Bouayach, one of the lessons to be learned from the reform process carried out in the Kingdom and in other countries is that the establishment of laws and institutions is essential but not sufficient to ensure the expected change.
