The report also covers the humanization of prison conditions, support for health care in prisons, human resources development and governance strengthening as well as communication, cooperation and partnerships.

The year 2021 saw the organization of the national caravan for the Moroccan Sahara in prisons (May 31-November 6), as part of the Delegation’s contribution to the efforts and successes achieved by the Kingdom on the national issue. During this period, several cultural and sports activities were organized in prisons under the supervision of 18 executives of the Delegation to the benefit of over 5,100 inmates of all age categories. Several meetings and conferences were also organized with the participation of academics, experts and associative stakeholders.

As part of its efforts to establish a unified management scheme of hunger strike in prisons, a practical guide was published, clearly defining the responsibility and areas of intervention of each of the parties involved.

Elaborated under the supervision of a technical committee made up of DGAPR executives, the ministry of Health, the National Council for Human Rights (CNDH) and the Presidency of the Public Prosecutor’s Office, with the collaboration of the International Committee of the Red Cross, this document provides an effective tool for managing hunger strikes in prisons.

The guide was developed using a human-centered approach in full respect of national laws and regulations, ethical principles and international law.
