President Saied meets with members of Tunisian community in Beijing [Upd 2]


Tunis: President Kais Saied met Wednesday, in the company of his wife Ichraf Chebil, with members of the Tunisian community in China.

The meeting, which took place at the seat of the Tunisian embassy in Beijng, was attended by Minister of Foreign Affairs, Migration and Tunisians Abroad Nabil Ammar, Minister of Public Works and Housing and acting Minister of Transport Sarra ZaSfarani Zanzari as well as senior advisers at the Presidency of the Republic.

Addressing Tunisian expatriates, the Head of States said he is happy to meet with them. He urged them to take pride in belonging to Tunisia.

He also spotlighted the long-standing ties binding the two countries as well as achievements made in cooperation with China.

He praised China, in this connection, for the ability it has always demonstrated in accelerating the delivery of projects – the El Menzeh Cultural and Sports Centre being an eloquent illustration.

The two countries, the President said, are driven by the will to move forward with partnership in he
alth, transport and infrastructure.

The Silk Road brought about cultural exchange and gave impetus to trade between China and Arab countries, he further said. Tunisia played a key role in buttressing these trade relations.

The President reiterated, in another connection, Tunisia’s unwavering support for the Palestinian cause.

He shed light on the solidarity shown across the globe with the Palestinian people against the heinous crimes perpetrated by the Zionist entity in full disregard of international law and while building on an alleged legitimacy.

The whole of the Palestinian land is the property of Palestinians, he further argued.

The President listened to the proposals put forward by expatriates in a number of Chinese cities, including the creation of a centre of research and studies in connection to Tunisia-China relations and international relations. This in addition to encouraging and promoting cultural and artistic production in Tunisia.

The Tunisian community includes students in scientific and
arts subjects, mainly medical sciences and IT.

National Guard Special Unit conducts mock exercise at Amilcar oil field


Sfax: The special unit of the National Guard carried out a mock exercise on Wednesday at the Amilcar oil facility, Nakta, Mahres delegation, Sfax governorate.

The operation consisted of thwarting a terrorist attempt to blow up the oil facility by five terrorists who hijacked a bus carrying workers and then stormed the facility, taking control of the administrative building and holding a number of hostages.

Spokesperson for the General Directorate of the National Guard, Brigadier General Houssam Eddine Jebabli, told TAP that the aim of this operation was to highlight the readiness of the special unit to confront anyone who would tamper with Tunisia’s security, given that the threat of terrorism is still present in all countries of the world.

He also stressed that such operations send a message that the special units of the National Guard, with all their specialisations, are a safety valve for Tunisia.

Jebabli explained that the mock exercise, which lasted 45 minutes, began with a self-protection system for
the sensitive oil facility, relying on the Guard units present at the site until the security group was notified.

The National Guard District of Sfax, with its various specialisations, then moved in to carry out rapid interventions, such as cordoning off the site, until the specialised unit of the National Guard of Sfax arrived and took control of the situation. This was achieved by first negotiating with the terrorist group, then storming the compound, eliminating the terrorist group and freeing the hostages.

The security forces treated the hostages as suspects, considering that they might be terrorists.

For her part, Minister of Industry, Energy and Mines, Fatima Thabet Chiboub, said: “This mock exercise is part of the national strategy drawn up in cooperation between the ministry and the security services, including the National Guard and Civil Protection, and in coordination with the regional authorities.

The aim of this strategy is to “ensure the readiness of all security units to secure sensitive in
stallations, especially oil and gas installations”.

She highlighted the importance of the Amilcar oil field in ensuring energy independence, as it provides 35 per cent of Tunisia’s gas production.

ARP: 57 MPs call for speedy consideration of initiative to amend Decree 54


Tunis: 57 MPs from different parliamentary blocs and unaffiliated members on Wednesday submitted a request to Parliament’s Bureau to expedite the consideration of a legislative initiative related to the revision of Decree 54 on combating crimes related to information and communication systems, which has been submitted to it since last February.

“The 57 MPs deposited their request at the Registry of the Assembly of People’s Representatives (ARP) on Wednesday and it is up to the Bureau to refer our legislative initiative to the Committee on Rights and Freedoms, as required by internal law, in particular Article 123,” Mohamed Ali (Sovereign National Line Bloc), rapporteur of the Committee on Rights and Freedoms and one of the signatories of the request for urgent consideration, told TAP.

This article “gives MPs the right to present legislative initiatives, provided that they are presented by at least 10 MPs,” he added.

In his statement, the MP recalled that 40 MPs had submitted a legislative initiative to ame
nd this decree on February 20 and had not received a “written response from the Bureau of the Parliament, despite the fact that the request was brought to its attention on more than one occasion”.

He stressed that “the ARP Bureau has no right to confiscate the right of MPs, to exercise prior censorship or to impose an internal vote on members of the Bureau for the consideration of any legislative initiative submitted by MPs”.

A few days ago, during an event held by the National Union of Tunisian Journalists (SNJT), MP Mohamed Ali stated that the legislative initiative proposed since 20 February to revise Decree No. 54 included chapters 5, 9, 10, 12, 21, 22 and 23. In particular, it concerns chapter 24, which, according to him, “is the chapter that poses a real problem and is the main subject of the revision, given its harsh provisions and its use to restrict freedom of expression”.

The idea behind the submission of the initiative to amend Decree No. 54 was “to take the debate on it out of the public sphere
and put it on its natural and real legislative path,” he pointed out.

Defence Minister honours Major Ahlem Douzi, winner of a UN award


Tunis: Minister of National Defence Imed Memmich, on Wednesday, honoured Major Ahlem Douzi, serving in the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), at a ceremony attended by the Chief of Staff of the Army.

The United Nations recently awarded Major Ahlem Douzi the 2024 United Nations Trailblazer Award for Women Justice and Corrections Officers, at a ceremony held at the UN headquarters in New York.

The Defence Minister congratulated Major Ahlem Douzi and praised her success in flying the national flag on the international stage, especially in peacekeeping missions around the world, according to a ministry statement.

Memmich commended the achievements of female military personnel, their dedication to duty and the prominent role they have come to play in the national army, which inspires pride and admiration.

He wished Major Ahlem Douzi continued success and excellence in her future career path.

Tunis: Tunisian Ons Jabeur (world’s 9) Wednesday qualified for the 3rd round of Roland Garros after defeating in the 2nd round Colombia’s Camila Osorio (world’s 77) in 2 set to 1 (6-3, 1-6, 6-3).

Jabeur had qualified for the 2nd round after defeating wild card US Sachia Vickery (world’s 124) in two sets.

FIFA World Cup 2026 – Tunisia’s squad for Equtorial Guinea and Namiba qualifiers unveiled


Tunis: The Tunisian Football Federation (FTF), on Wednesday, announced Tunisia’s 26-player squad for the Equatorial Guinea and Namibia, World Cup 2026 Group H day 4 and 5 qualifiers, scheduled to take place on June 5 and 9 in Rades and Johannesburg, respectively.

The national team will begin their preparations on Friday with a training session at the Zouiten Stadium, the first 15 minutes of which will be open to the media.

The Tunisians will continue their preparations at the Radès Annex stadium from Saturday to Tuesday.

Coach Montassar Louhichi will hold a press conference in the conference room of the Hammadi Agrebi stadium in Radès at 18:30 on Tuesday, followed by a press conference with Equatorial Guinea coach Juan Micha at 19:00.

The match against Equatorial Guinea will kick off at 20:00 on Wednesday, June 5.

Tunis: The Tunisian Football Federation (French: FTF) revealed on Wednesday the list of Tunisia’s 26-man squad to play in the World Cup 2026 African Qualifiers Group H against Equatorial Guinea on June 5 in Rades and Namibia on June 9 in Johannesburg, South Africa.

IHF Men’s World Championship 2025 (draw): Tunisia in Group B with holders Denmark


Tunis: Tunisia’s national handball team have been placed in Group B in the IHF Men’s World Championship 2025, which will be held in Denmark, Norway and Croatia from January 14 to February 2, following Wednesday’s draw in Zagreb.

Tunisia will play alongside Denmark, the reigning world champions, Italy and Algeria.

Group B matches will be played in Herning, Denmark.

The Maghreb derby between Tunisia and Algeria promises to be a fierce battle for a place in the second round of the competition.

Egypt, the reigning African champions, have been drawn in Group H with Croatia, Argentina and Bahrain.

Africa’s fourth representative, Guinea, who have qualified for the first time in their history, will play alongside Hungary in Group D.

The fifth African team, Cape Verde, have been drawn in Group G alongside Slovenia and Iceland.

The 32 teams that qualified for the World Championship 2025 have been divided into eight groups of four.

At the end of the group stage, the top three teams in each group will qualify for
the main round.

Tunisia finished third behind hosts Egypt and Algeria at the last African Nations Championship in January.

U17 UFOA-B tournament: triumphant return of the cadet Stallions to Ouagadougou

Ouagadougou: The Cadet Stallions of Burkina Faso made their triumphant return to Ouagadougou from the West African Union of Federations Zone B tournament for under-17s (UFOA-B) on Wednesday evening with their trophy, we noted .

The Minister in charge of sports, Dr. Boubakar Savadogo, who welcomed them at Ouagadougou international airport, praised the performance of these ‘football VDPs’, supervised by ‘generals of the discipline’.

‘Congratulations to the warriors, to the great champions that the generals supervised so that we could have these results. You created a boom in the hearts of the Burkinabè people. You have the congratulations of the President of Faso, Head of State, Captain Ibrahim Traoré. performance of the Cadet Stallions at this UFOA-B tournament, the Minister of Sports said that the team showed the way forward. ‘You have given an example and we will ensure that all categories can be inspired by it,’ he expressed, insisting that ‘the rebirth has begun, the refoundation has begun. Today is the UFOA-B Cup, tomorrow it will be the World Cup.’

The cadet stallions are qualified for the CAN in their Morocco 2025 category.

Partly cloudy weather in most areas Wednesday night


Tunis: The sky will be partly cloudy in most areas on Wednesday night, with temperatures ranging from 16 to 20 degrees Celsius in the north and highlands, and 21 to 26 degrees Celsius in the rest of the country, according to the National Institute of Meteorology (INM).

AfDB 2024 Annual Meetings: Ouerghi calls for reviewing international financial system


Tunis: There is need to review the international financial system, especially the multiparty system so that it becomes fairer and meets the sustainable and inclusive development needs of African countries, said Economy and Planning Minister Feriel Ouerghi.

There is also need to provide the right conditions for promoting the private sector in Africa so as to support the efforts of governments and countries in socio-economic development, she added while taking part in a governors’ discussion on “Mobilising Finance for Private Sector Development in Africa,” held on the fringes of the African Development Bank Group’s 2024 Annual Meetings, held on May 28-29 in Nairobi, Kenya.

Ouerghi also met, on the sidelines of these annual meetings, with AfDB President Akinwumi Adesina and AfDB Director General for North Africa Mohamed El Azizi.

Attended by AfDB Deputy Director General for North Africa Region Malinne Blomberg, Ouerghi expressed hope to scale up cooperation with the Bank over the next period, especially in te
rms of funding priority public and private projects.

She also called for flexible, advantageous financing to be mobilised to support small and medium-sized enterprises (SMEs).

On this occasion, she commended the AfDB’s efforts to speed up preparation of studies on the creation of the “Bank for Youth Entrepreneurship” project, reiterating Tunisia’s readiness to provide the necessary institutional and logistical support to the newly created African Pharmaceutical Technology Foundation (APTF) in Rwanda.

For his part, Adesina affirmed the AfDB’s continuous support to the the reform process in Tunisia and voiced readiness to examine priority projects requiring financing.

Decriminalising bounced cheques: Ending rule of jungle


Tunis: The decriminalisation of bounced cheques in Tunisia will certainly put an end to the rule of the jungle in the financial transactions sector, which for several years has ruined thousands of families, investors and young promoters and caused the loss of thousands of jobs.

Adopted by the Cabinet meeting on May 22, 2024, the bill amending the provisions of Article 411 of the Commercial Code and Chapter 96 of the Criminal Code aims to ease the penalties (criminal and financial) for bounced cheques and to consider the possibility of replacing the prison sentence with an alternative penalty.

It also provides for making it a criminal offence to receive a guarantee cheque, introducing the principle of cumulating sentences handed down in the same trial, reviewing prison sentences handed down by different courts and broadening the scope of settlement procedures to include the penalty enforcement phase.

Contacted by TAP, chartered accountant Hamed Mama described the amendment as ‘good news, provided that we ma
nage to set up a system that provides a better guarantee of debt recovery, for example by adopting the concept of electronic cheques or introducing the use of bank cards.”

However, spokesman for the National Association of SMEs Abderrazzek Haouas considers that there is nothing new in this amendment, especially as the government intends to maintain the penalty aspect.

‘There are no additions or amendments to Article 411 regarding the criminalisation of the receipt of a guarantee cheque,” he pointed out, adding that the Association ‘presented a roadmap which unfortunately was not taken into account by the supervisory authorities.’

//A disappointing new bill //

For many business leaders, notably those already convicted of bounced cheques, the new bill is ‘a disappointment.’

Ons, a once prosperous young businesswoman who has lived in seclusion for several years, said that the problem today is not the amendment of article 411 of the Commercial Code, but rather the cancellation of legal proceedings.

‘Trials for bounced cheques have shattered entire families and caused the loss of dozens of jobs,’ she indicated, calling for ‘a revolutionary decision that takes account these human stories and meets the needs of the current situation.’

//At a legal level, the bill will not solve the problem//

The abolition of the penalty of imprisonment will not have a positive impact because the issuer of the cheque may at the same time be a beneficiary in other transactions, argues legal expert Wassim Ajengui.

‘They are caught between increasing or reducing the penalty incurred,’ said the official, adding that ‘increasing the penalty makes it impossible to repay the debt and reducing it encourages people to write bounced cheques.’

‘He added that the new provisions should be redrafted as a matter of urgency before b
eing adopted by the Assembly of People’s Representatives, as the proposed revisions are not effective.’

A bounced cheque generally has negative consequences for the individual, as the penalty is aimed at the economically active member of society, which means more debts, the official added.

According to statistics compiled by the Ministry of Justice, 204 people were imprisoned for the offence of issuing bounced cheques at the end of April 2024, out of a total of 496 people taken into police custody.

In addition, 11,265 complaints were lodged by the Department of Justice for offences related to the issuing of bounced cheques.

Tunis Stock Exchange: Start of trading 2nd tranche of 2024 national bond issue


Tunis: The second tranche of the 2024 national bond issue will be listed on the Stock Exchange and will start to be traded as of Wednesday, May 29, 2024, the Tunis Stock Exchange announced on Tuesday.

The Treasury managed to raise TND 1,444.7 million for the second tranche of the 2024 national bond issue, compared with the TND 700 million initially forecast in the 2024 Finance Act, i.e. a response rate of about 206%.

The amounts subscribed between May 6 and 13, 2024 mainly came from stock market brokers (60%) and banks (40%), Tunisie Clearing Managing Director Maher Zouari told TAP, recently.

He recalled that the Treasury had managed to raise TND 1,033.7 for the first tranche of the bond issue (subscriptions from February 5 to 13, 2024), exceeding the initial target of TND 750, i.e. a response rate of 138%.

The government aims to raise TND 2.87 billion through the issue of the four tranches of the 2024 National Bond Issue.

Tunisia, JICA ink memorandum on launch of project to develop bridge maintenance system


Tunis: The launch of a project to develop a bridge maintenance system was the focus of a memorandum inked on Wednesday between the Public Works and Housing Ministry and the Japan International Cooperation Agency (JICA).

This project will ensure that the Tunisian side makes the most of Japanese technology and know-how, through capacity-building for the implementation of a database and a high-performance monitoring and decision-making support system, said JICA in a press release on Wednesday.

This system will be used to plan and carry out maintenance and repair operations on bridges that are directly managed by the Directorate General of Roads and Bridges (DGPC) and its various regional directorates, such as notably the Rades-La Goulette bridge, one the biggest JICA-funded infrastructure projects in Tunisia.

With the signing of the memorandum, JICA can now proceed with the recruitment of a multidisciplinary team of Japanese experts who will work for around three years with their DGPC counterparts, sharing th
eir expertise with them.

This technical assisstance will also include training sessions in Tunisia and Japan, in addition to providing the necessary equipment for the implementation of this project.

Tunindex closes Wednesday’s session down 0.01%


Tunis: Tunindex closed Wednesday’s session slightly down by 0.01% to 9,492.4 points with a heavy volume of TND 10 million, said broker Tunisie Valeurs.

The stock market has posted a good 8.5% performance since the start of the year.

ONE TECH HOLDING shares were the best performers after rising by 4.4% to TND 8.140, feeding the market with a capital of TND 876,000 and becoming one of the most dynamic on the market.

DELICE HOLDING shares were the most active during the session. The stock price edged up 1.3% to TND 11.850.

SMART TUNISIE shares also performed well, rising by 3.7% to TND 17 and generating TND 131,000.

CELLCOM shares fell by 4.2% to TND 2.070, with a low volume of TND 1,000.

ATB shares also dropped by 3.4% to TND 3.140, generating only TND 95,000.
