Upper House Speaker Represents His Majesty the King at Official Inauguration Ceremony of Comorian President


Moroni – The House of Councillors Speaker, Enaam Mayara, represented His Majesty King Mohammed VI at the official inauguration ceremony of the President of the Union of the Comoros, Azali Assoumani, which took place on Sunday in the capital Moroni.

The official inauguration ceremony took place in the capital Moroni in the presence of heads of state and government, speakers of parliament and heads of delegation, as well as several other personalities.

During the ceremony, Mayara conveyed the greetings and congratulations of HM King Mohammed VI, may God assist Him, to President Azali Assoumani, and the Sovereign’s wishes for success in his noble mission.

On this occasion, the Upper House Speaker reiterated Morocco’s determination and will, under the enlightened leadership of HM King Mohammed VI, may God preserve Him, to further strengthen the excellent relations between the two countries in the various areas of common interest.

On the same occasion, President Azali Assoumani received Enaam Mayara on Monday
morning.

During this audience, the President of the Union of the Comoros expressed his pride in the depth of the strong relations linking the two countries, as well as his great esteem for the actions undertaken by His Majesty the King to raise bilateral relations to a higher level and strengthen development on the African continent in the political, economic and human fields.

The audience took place in the presence of the Secretary General of the Government of the Republic of the Union of the Comoros and the Chargé d’Affaires at the Moroccan Embassy in Moroni, Driss Alaoui.

Morocco, Spain Discuss Health Service Preparations for 2030 FIFA World Cup


Geneva – Preparations in the health sector for the 2030 World Cup (Morocco-Spain-Portugal) were the focus of talks on Monday in Geneva between Morocco’s Minister of Health and Social Protection, Khalid Ait Taleb, and his Spanish counterpart, Mónica García Gómez.

The talks took place on the sidelines of the 77th World Health Assembly (WHA77) and focused on joint preparations for the 2030 FIFA World Cup. Among the issues discussed were potential health challenges during the global sporting event and the importance of prior coordination to ensure health and emergency services readiness.

Building a strong health system capable of dealing with any emergency is a key factor in ensuring the success of this major sporting event, Ait Taleb said, adding that expertise and experience sharing between the three countries will be “crucial to delivering a safe and comfortable experience for fans and sports teams.”

The official also emphasized the importance of reinforcing the host cities’ health infrastructure and develo
ping joint training programs for health personnel to prepare them to deal with any health emergencies and provide all the necessary health conditions and capacities to successfully organize this global sporting event.

For her part, Spain’s Minister of Health pointed out that “the coordination between Spain, Morocco, and Portugal in the field of health is an important step towards the organization of a safe and integrated world event, through the development of effective health strategies to offer the best services to fans and athletes alike.”

She also expressed her country’s “full readiness to cooperate with Morocco to ensure a safe and successful world sporting event,” describing the partnership between the two countries as “a solid basis for achieving the desired results.”

The talks also covered the implementation of the joint agreement signed in Rabat on February 2nd, 2023, at the 12th session of the Morocco-Spain high-level meeting.

The two ministers also stressed the importance of pursuing the implem
entation of the provisions of this agreement to make the most of bilateral cooperation, help improve the quality of healthcare services, and ensure the highest standards of primary healthcare in both countries.

Moroccan-Senegalese Ties Have ‘Special Place’ in Kingdom’s Foreign Policy, Under HM the King’s Far-Sighted Leadership (FM)


Rabat – In accordance with the far-sighted vision of His Majesty King Mohammed VI, Moroccan-Senegalese relations have a “special place” in the Kingdom’s foreign policy, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, said Monday in Rabat.

“It is a solidarity and cooperation relationship that His Majesty the King has always wanted to guide towards mutual benefit to provide a very particular model of inter-African and South-South cooperation,’ Bourita underlined at a joint press briefing following his talks with Senegalese Minister of African Integration and Foreign Affairs, Yassine Fall.

Based on the “unique character” of this relationship, His Majesty the King “insisted that a Moroccan delegation participates in the swearing-in ceremony of His brother President of the Republic of Senegal, Mr. Bassirou Diomaye Diakhar Faye”, the minister said.

The participation of a delegation on the High Instructions of His Majesty the King at this ceremony was another testimony o
f the Royal attachment to strengthening this relationship, he noted, adding that it was also “an expression of trust from HM the King in the choices and decisions of the Senegalese people and the strong institutions of Senegal.”

He also pointed out that Fall’s visit to Morocco, the first of its kind on a bilateral basis to a foreign country, is “the sign of a unique relationship between the two countries and a mutual attachment of Moroccan and Senegalese peoples to promoting bilateral relations”.

In this regard, Bourita reiterated the Kingdom’s full willingness to share its experience and expertise with Senegal, in accordance with the High Royal Instructions, to strengthen bilateral relations in all areas.

“We have many assets in the bilateral relationship, in particular these historical roots, this strong human relationship and this experience of very fruitful cooperation between the two countries,’ he noted.

Bourita also underlined that Morocco and Senegal are two actors of stability in Africa, adding t
hat within pan-African regional organizations and the multilateral system, the two countries always work for the same values and goals.

“Our political consultation mechanisms have always helped us to converge our priorities and initiatives,’ he added.

The minister also expressed Morocco’s appreciation for Senegal’s clear and constant positions in favor of Morocco’s territorial integrity and sovereignty over its entire territory, stressing that “Senegal has always been an ally of Morocco on this issue’.

Morocco Fully Supports Initiatives to Establish Safe, Resilient Cyberspace (Official)


Marrakech – Morocco fully supports initiatives aimed at establishing a “safe”, “secure” and “resilient” cyberspace, Minister Delegate to the Head of Government in charge of National Defense Administration, Abdellatif Loudiyi, said Monday in Marrakech.

Speaking at the opening ceremony of the Africa Cybersafe Symposium, held on May 27-28 in Marrakech, at the initiative of the Directorate-General of Information Systems Security (DGSSI), under the National Defense Administration, Loudiyi stressed that Morocco has always called for further cooperation between countries in the field of computer security, adding that in this seminar, “our country demonstrates its full support for initiatives aimed at establishing a safe, secure and resilient cyberspace, and reaffirms its commitment to an African Continent that takes full advantage of the opportunities offered by the use of new information and communication technologies’.

“Today, we have not only gathered to debate, but also to lay the foundations for a resilient A
frica facing cybersecurity challenges,’ Loudiyi said, noting that the digital transition to which ‘we all aspire, remains dependent on the efforts that we will make to establish an environment of trust to facilitate this transition.”

Morocco, under the enlightened leadership of His Majesty King Mohammed VI, has always paid particular interest to the issues of digitalization and digital trust. The implementation of the first national cybersecurity strategy devised in 2012 has enabled our country to make tangible progress in strengthening the resilience of the national cyberspace and improving the security of our information systems, the Minister recalled.

He added that the commitment and determination of all stakeholders have been crowned by an improvement in our position in the global cybersecurity index of the International Telecommunications Union.

The 2030 national cybersecurity strategy, adopted this year, reflects a strong ambition to consolidate the achievements and build on the achievements accompli
shed so far, the minister pointed out, adding that “our ambition is to put all the ingredients on our side to support the digital transformation considered as a genuine lever for economic and social development’.

Organized in implementation of the High Royal Instructions, the Africa Cybersafe Symposium, held on the sidelines of GITEX Africa 2024, brings together more than 450 Arab and African participants including public decision-makers, business leaders, government officials, professionals of cybersecurity, as well as researchers and academics.

Arab Inter-Parliamentary Union Commends HM the King’s Sustained Efforts to Defend Al-Quds


Algiers – The Arab Inter-Parliamentary Union commended the sustained efforts of HM King Mohammed VI, Chairman of the Al-Quds Committee, to defend the Holy City as well as the actions undertaken by the Kingdom to deliver humanitarian aid to Palestinian populations in Gaza and Al-Quds.

In the final declaration of the 36th Congress, held on May 26-27 in Algiers, the Arab Inter-Parliamentary Union welcomed the continuous and sustained efforts of HM the King, Chairman of the Al Quds Committee, to defend the Holy City and to preserve its legal status and its historical and civilizational character.

The Inter-Parliamentary Union also hailed the Kingdom’s continued efforts to deliver humanitarian aid to the Palestinian populations in Gaza and the Holy City to mitigate the effects of the blockade imposed on them.

The Moroccan Parliament, represented by a delegation from the national parliamentary section led by Mohamed Sibari, first deputy-Speaker of the House of Representatives, participated in the 34th session of
the APU Executive Committee, as well as meetings of the standing committees, namely the Committee on Palestine, the Committee on the Political Affairs and Parliamentary Relations and the Committee on Social Affairs, Women, Children and Youth.

In addition to examining the reports of previous sessions and the activities of the Secretariat-General since the 35th Congress, this session looked into the current challenges facing the Arab region, particularly the situation in the Gaza Strip.

Moroccan Think Tank Publishes Policy Paper on Digital Sovereignty


Rabat – The Moroccan institute of Strategic Intelligence (IMIS) announced on Monday the publishing of its latest Policy Paper titled ‘Digital Sovereignty: Why Morocco cannot escape it?’.

Written by Mouad Agouzoul, under the supervision of Professor Ahmed Azirar, Director of Research at IMIS and with the participation of Karim Amor and Victor Pauvert, this innovative document deals with digital sovereignty and how the Kingdom should progressively build and manage this strategic tool on the long term.

According to a press release by IMIS, this Policy Paper introduces the notion of Critical Digital Assets, with the goal of gradually achieving digital autonomy.

The objective highlighted by the institute’s experts is identifying the strategic fields which will lead to the building of a solid foundation for a sovereign and pragmatic digital policy, while keeping in mind the realities on the ground and the capital limitations that Morocco faces.

‘Although digital sovereignty suffers from the absence of a real de
finition agreed upon by all experts, the authors of this Policy Paper attempt to bring the specific analytical prism of this concept to bear on public initiatives,” stresses the press release.

The document also proposes to complement and extend the work undertaken by the public authorities to accelerate Morocco’s modernization and digitalization dynamic, including the ‘Digital Morocco 2030’ strategy and the national strategy for artificial intelligence.

In the face of the urgent need to strengthen Morocco’s digital sovereignty, the authors explore and list the critical areas to be enhanced in the digital sovereignty strategy and aim, through this analysis, to map critical interests, key digital protagonists and how the Moroccan ecosystem can generate a cyberforce capable to act in the ongoing cyberwar to preserve the country’s vital interests.

Against this backdrop of increasing globalization of digital activities, this Policy Paper proposes a number of pragmatic recommendations for the public and private
sectors, as well as an implementation roadmap and a governance model, taking into account the prospects for co-development and collaboration on the African continent and in South-South-North relations.

AfDB Approves Morocco’s New Country Strategy 2024-2029


Nairobi – The Board of Directors of the African Development Bank (AfDB) Group has approved Morocco’s Country Strategy Paper (CSP) for the 2024-2029 period.

This new roadmap will serve the priorities of the Kingdom’s New Development Model (NMD) for 2035 and will help strengthen the competitiveness and resilience of the Moroccan economy, says the AfDB in a press release issued on the occasion of its Annual Meetings 2024, taking place from May 27 to 31 in Nairobi.

It also aims to support a strong and sustainable growth and consolidate the economic and social inclusion dynamic, adds the same source.

‘This new strategy sets the course, objectives and pace of our investments over the next five years in the Kingdom, our leading partner on the continent with over 12 billion euros mobilized in strategic sectors,’ explained Achraf Tarsim, AfDB Country Manager for Morocco, quoted in the press release.

According to the AfDB official, the Kingdom, a country that proves that with vision, capacity and resources, emergen
ce can become a reality, is a source of inspiration, noting that ‘with this new strategy, our ambition is to move to the next level to strengthen the excellent partnership that has united us for almost 60 years’.

This roadmap defines two priorities, namely to strengthen inclusive growth through skills development, employability and entrepreneurship, and to consolidate the economy’s resilience to exogenous shocks through the deployment of sustainable infrastructure.

According to the AfDB, this new CSP innovates in particular through its ‘water-energy’ nexus approach, which will enable the development of more integrated projects to mitigate water stress and support strong, inclusive growth.

The result of wide-ranging consultations with public and private stakeholders, the new country strategy draws on the lessons learned from the previous CSP, which contributed to Morocco’s significant progress in socio-economic development.

HM the King’s Atlantic Initiative to Promote Ship Mobility in Atlantic Ports (Official)


Casablanca – The Atlantic Initiative launched by His Majesty King Mohammed VI to promote access of Sahel States to the Atlantic Ocean will promote the mobility of ships in Atlantic ports, Secretary General of the Ministry of Agriculture, Fisheries, Rural Development, Water and Forests (Fisheries Department), Zakia Driouich, said Monday in Casablanca.

Speaking at the opening ceremony of the third Regional Coordination Meeting of FAO Agreement on Port State Measures, Driouich underlined that ‘this international initiative of HM the King will allow Morocco to better control and fight illegal fishing’.

In this regard, she stressed that the meeting highlights the continued efforts of the Kingdom of Morocco, initiated since the launch of the Halieutis Plan by HM the King in 2009, and crowns the actions undertaken to fight illegal and unregulated fishing.

For his part, FAO Representative in Morocco, Jean Senahoun, said that through holding this meeting in Casablanca, FAO recognizes Morocco’s exceptional efforts i
n implementing the Agreement on port State Measures, adding that the collaboration between FAO and the Kingdom aims to amplify these efforts and guarantee tangible results in the fight against illegal, unreported and unregulated (IUU) fishing.

He also stressed that IUU fishing represents a major threat to oceans, economies and societies, causes significant financial losses, estimated at billions of dollars, disrupts the international market and weakens the livelihoods of local communities, particularly small-scale fishermen.
