Mouhoun: After more than ten years of absence, the Tcheriba town hall resumed its accountability exercise to its residents on Thursday, October 30, 2025. Under the banner of transparency, it aimed to strengthen trust between the municipal administration and citizens. The President of the Special Delegation (PDS), Ouesseni Logora, who has been in charge of the town hall since July 2023, and his team presented to the residents on Thursday, October 30, 2025, the results of their actions, the difficulties encountered, and the prospects for municipal development.
According to Burkina Information Agency, this initiative was made possible thanks to the support of CERA-FP, in partnership with the NGO Oxfam, within the framework of the project to strengthen citizen participation and accountability in public financial management, phase III. The Secretary General of the Mouhoun province, Boureima Ouedraogo, welcomed an approach in line with the vision of the Head of State. “Talking about a progressive popular revolution means talking about transparency and citizen participation,” he stressed.
Mr. Ouedraogo further explained that accountability consists for local authorities in reporting on the management of public affairs, outlining the actions taken and promoting constructive dialogue with the population, in order to consolidate local governance. The Secretary General concluded by inviting the people to continue to engage in dialogue with the town hall for participatory development.
The accountability exercise focused on four main points presented by the PDS. The first concerned the operation of municipal services. Of the twelve services provided for by the regulations, ten are actually operational, while those dealing with transferred matters and the promotion of the professional integration of young people are still experiencing difficulties. The second item addressed the implementation status of the special delegation’s decisions. After nine decisions were adopted in 2024, the town hall already had eight by September 30, 2025, a sign of improved administrative efficiency. Several of these decisions have already begun to be implemented on the ground.
The third section, dedicated to the financial situation, highlighted a marked improvement in the mobilization of own resources. Municipal revenues increased from 52,308,577 CFA francs in 2024 to 61,087,138 CFA francs as of September 30, 2025, thanks in particular to the collection of taxes on petroleum products and the efforts of the collection agents. Finally, the fourth point allowed for the presentation of the main municipal achievements, including actions in the areas of sanitation, electrification, support for education through the construction of classrooms at the CEG and the renovation of primary health centers in several villages.
Participants welcomed this initiative, which they considered beneficial for good local governance. Abdoulaye Zon, promoter of a vocational training center, congratulated the municipal team for the achievements recorded and formulated recommendations, including training for women’s association leaders in revenue collection to strengthen their involvement in revenue mobilization. For the PDS, this first experience of accountability constitutes a moral and institutional duty which aims to establish a climate of trust between elected officials and citizens.
He pledged to make the initiative sustainable, so that the population of Tcheriba could be more involved in the development of their community. This first accountability session, unanimously welcomed by the participants, marks a turning point in local governance in Tcheriba. By embracing a dynamic of transparency and citizen participation, the town hall intends to make accountability a regular exercise, guaranteeing responsible and shared management of public affairs. An engagement which, according to observers, reflects the municipal team’s desire to put the people back at the heart of their community’s development.
