The special delegation of Léo adopted in ordinary session, on Tuesday, March 29, 2023 in Léo, a first amending budget management 2023 of 258,024,037 FCFA.
Leo’s special delegation met on March 28 and 29, 2023 in an ordinary budgetary session under the chairmanship of Kassoum Koalaga.
It reviewed and adopted the 2022 management administrative account and the first 2023 management amending budget.
After reading and amendment, the first amending budget for 2023 management, balanced in resources and expenditure in the sum of 258,024,037 FCFA was unanimously adopted on Wednesday March 29, 2023 by the members of the special delegation present at the session, subject to amendments.
But first, the 2022 administrative and management account was reviewed before being adopted. The overall result that emerges from the two accounts is 125,190,036 FCFA.
The secretary general of the town hall, Saídou Ouédraogo, presented the special report of the authorizing officer 2022.
This report speaks of the situation of the municipality on the transferred matters, the activity and the functioning of the various services of the municipality and of the organizations coming under it, of the State of execution of the deliberations of the council and of the situation municipal finances.
It is important to emphasize that the municipal budget is highly dependent on external support, noted the Secretary General.
At the institutional level, all the town hall services functioned well despite the difficult context. During the year 2022, the municipal administration took a certain number of acts, namely: 2629 declarations of birth and judgment, 48 marriages, 90 declaration of death, 654 mandates, 48 release decisions, 362 slips of sending, 34 press releases, 180 letters / mayor, 172 mission orders, 1105 incoming letters, 08 assignment decisions, 15 deliberations, 02 work certificates, 177 authorizations 19 electrical connections and 03 minutes of sessions.
The general secretary of the town hall also presented to the members of the delegation the report of the authorizing officer accompanying the first amending budget. They were also treated to a presentation on the procurement plan from the initial 2023 management budget.
The president of the special delegation of Léo, Kassoum Koalaga, insisted on the need for the communal executive to be really involved in the mobilization of the receipts.
