Effectiveness of Right to Health Must Be Placed at Heart of Global Development Project – CNDH Report

The thematic report on the effectiveness of the right to health was presented in Rabat by CNDH President Amina Bouayach, focusing on the legal, institutional and socio-economic aspects of the right to health and providing a basis for the elaboration of a national health strategy that focuses on the role of the social State and goes beyond the sectoral approach.

The document calls for strengthening the governance of the health sector in terms of hospital structures, human and financial resources, but also in terms of the national pharmaceutical industry.

It also calls for the adoption of a health system based on primary health care with a view to addressing the problems and excessive costs resulting from the curative approach, while paying special and renewed attention to vulnerable groups.

The report also addresses the issues of training and scientific research as a lever to strengthen national sovereignty in the health sector, recognizing the need to break with the perception of health as a social sector.

Through this report, the Council highlights the limitations to citizens’ access to the right to health and recommends ways to address them, not only by referring to international standards and legal texts, but also by identifying the constraints associated with the economic, social, cultural and environmental context.

On October 14, 2020, the CNDH launched a project dubbed “Effectiveness of the Right to Health in Morocco: Towards a Health System Based on the Human Rights Approach”, with the aim of advocating for an integrated, cross-cutting, inclusive, and convergent national health strategy.
