EESC Calls for Recognizing Addiction as Illness Requiring Appropriate Treatment

President of EESC, Ahmed Reda Chami, has chaired a meeting by video conference for the presentation of the opinion of the council on the phenomenon of addiction, entitled “Facing the addictive behaviors: state of play and recommendations”.

Chami has, in this sense, stressed the importance of revising the Penal Code, which would allow, on the one hand, the systematic application of legal provisions that require drug users to undergo treatment and, on the other hand, the strengthening of penalties against drug trafficking networks and illegal substances.

He also called for the allocation of a fixed percentage of state revenues from legal addictive activities (tobacco, alcohol, horse betting, lotteries, sports betting) for treatment, research and prevention, and for a national plan of prevention and action against addictive behaviors in the workplace to be defined with health professionals and social partners.

The council’s recommendations also include the creation of a National Authority for the supervision and technical and ethical regulation of betting and gaming establishments and companies, in order to prevent and treat addictive behaviors.

Addictive behaviors in Morocco are “a serious and complex problem affecting broad sectors, and has health, economic and social repercussions on individuals, families and society as a whole,” warned the EESC president.
