Morocco-EU Twinning (TGR-DGFiP) Consolidates Exchange of Good Practices in Strategic Areas (Diplomat)

Speaking at the opening of the closing seminar marking the end of the Morocco-EU Institutional Twinning which links the TGR to the DGFiP of France, Le Gal noted that “this ambitious twinning integrated into the Hakama program of the EU consolidates the exchange of good practices between the EU and Morocco in strategic areas, those related to the sound and politically transparent management of public finances.

The diplomat said in this sense that the work carried out under this project, which began in December 2019, has made it possible to work on the accounting system, to modernize controls and information systems and to provide agents of the TGR with a training of excellence.

This training, she added, is intended to meet the requirements of a modern and transparent accounting, to enable the administration to lay the groundwork for certification of state accounts meeting harmonized international standards.

The success of the actions carried out testifies to the unfailing commitment of two partners, the TGR and the DGFiP, which have developed “a strong cooperation for many years”, she noted.

Le Gal said that the twinning, entitled “Support to the modernization of the public financial management”, allowed to increase the performance and budgetary transparency but also to strengthen the training capacities of the TGR by the implementation of an online training platform.

The ambassador praised the joint work of European and Moroccan experts mobilized throughout the 30 months, which have worked for the success of this project and achieved the objectives that were set, in a context of global pandemic.

“The exemplary relations of cooperation between the TGR and the DGFiP are the image of the relationship between France and Morocco and the EU, jointly engaged in a partnership approach in long term reform processes,” she said.

The twinning that links the TGR to the DGFiP-France is part of the EU support program for public governance reform in Morocco “HAKAMA”. Implemented since December 2019 for a duration of 30 months, it is financed by the EU to the tune of one million euros, and managed with the support of the Treasury and External Finance Directorate – Support Unit of +Achieving Advanced Status+ Program-, under the Ministry of Economy and Finance.
