Malaga: Morocco Takes Part in High-Level International Conference on Human Rights and Counter-Terrorism

The Moroccan delegation to this two-day event is led by Justice Minister Abdellatif Ouahbi and includes several officials of the ministry including the Director of Penal Affairs and Pardons Hicham Mellati.

Speaking at the opening of the conference, UN Secretary-General Antonio Guterres stressed the need to put human rights “where they belong: front and center in the fight against terrorism.”

“Terrorism is not only an attack on innocent people. It represents an all-out assault on human rights. The threat is growing and global,” he warned.

For his part, Vladimir Voronkov, United Nations Under-Secretary-General for Counter-Terrorism, noted that “countering terrorism helps protect human rights, but only if human rights are protected while countering terrorism.”

The Malaga Conference is a follow-up to the “Virtual Dialogue with Human Rights and Civil Society Partners on Building a Better Paradigm to Prevent and Counter-Terrorism,” which UNOCT and the government of Spain organized on 25-26 May 2021.

The conference aims to initiate a robust and practical exchange of innovative ideas on how to strengthen social cohesion, build resilience, and effectively embed human rights, gender equality and the rule of law into the international community’s response to terrorism and violent extremism, while safeguarding and promoting human rights, in particular the rights of women, children, and victims of terrorism.
