Speaking at the session entitled “Harmonizing Media Frameworks” alongside officials of Australian, German and Ugandan regulators, Asloun presented an African perspective on the issue of regulatory asymmetry between traditional media and online actors, drawing attention to the democratic, cultural and social challenges that this issue represents on the continent.

He also highlighted the exchanges and avenues of reflection within the Network of African Communication Regulation Authorities, which HACA assumes the presidency since late September 2022, to enable African regulators to make their voice heard both in their respective countries and vis-à-vis global actors in communication, the HACA says in a statement.

Asloun also presented two of the main regulatory tools set up within the HACA by its own internal resources.

These are the digital platform of remote declaration HACA Bridges, made available to operators to enable them to generate aggregates and summary data necessary for a transparent and efficient regulation of the sector, as well as the software solution for monitoring audiovisual content “HACA media solution”, subject of a patent filed with the World Intellectual Property Organization and adopted by audiovisual regulators in several countries.

In addition to participating in the work of the International Regulators’ Forum, the HACA delegation took part in a workshop co-organized by the Francophone Network of Media Regulators, and the Francophone Network of Telecommunications Regulation under the theme “Developing skills of regulators in data,” adds the statement.
