Over 300 Million Children Are Victims of Online Sexual Exploitation

LONDON, May 27, 2024 (GLOBE NEWSWIRE) — Over 300 million children are subjected to online sexual exploitation and abuse globally, with several parts of Africa identified as areas of concern. These are among the conclusions by university researchers behind the first global estimate of the scale of the crisis.

With files containing sexual images of children are reported worldwide once every second, the authors stated that pupils “in every classroom, in every school, in every country” are victims of this “hidden pandemic”.

The statistics appear in a ground breaking report the Childlight Global Child Safety Institute at the University of Edinburgh, Scotland. It indicates that one in eight, or 12.6%, of the world’s children have endured past year experience of non-consensual taking, sharing, and exposure to sexual images and video, amounting to about 302 million young people.

Additionally, 12.5% of children globally (300 million) were subject in the past year to online solicitation, including unwanted sexual talk, non-consensual sexting, and unwanted sexual questions or act requests by adults or other youths. Offences can also include “sextortion” and abuse of AI deepfake technology.

One child grooming survivor campaigning for change emphasised the need for stronger regulation to hold tech platforms accountable, especially with the increasing difficulty of detecting offenders due to the roll-out of end-to-end encryption on popular social media apps.

Childlight’s new global index, Into the Light, found the Middle East and North Africa receive the highest Child Sexual Abuse Material (CSAM) hosting alerts per population size – nine per 1,000 people, more than any other region. The prevalence of online solicitation is highly reported by children in East and Southern Africa and West and Central Africa, at 20.4% and 18% respectively, compared to the 12.5% global average.

While these African regions receive fewer CSAM hosting reports, their lower internet availability suggests they may become future hotspots as more countries come online.

Childlight CEO Paul Stanfield, a former Interpol Director, stressed the urgency of treating the issue as a global health emergency. “Child abuse material is so prevalent that files are on average reported to watchdog and policing organisations once every second. This is a global health pandemic that has remained hidden for far too long. It occurs in every country, is growing exponentially and requires an urgent global response. Children can’t wait.”

Debi Fry, professor of international child protection research at the University of Edinburgh, who led the Childlight project, stated: “The world needs to know these atrocities are affecting children in every classroom, in every school, in every country. These aren’t harmless images: they are deeply damaging.”

Interpol’s executive director, Stephen Kavanagh, said: “Online exploitation and abuse is a clear and present danger to the world’s children, and traditional law enforcement approaches are struggling to keep up. We must do much more together at a global level.”

Newton Kariuki*, a 22-year-old Kenyan man who was sexually abused as a child, adds: “It pains me so much that children still face abuse. For me it affected me so much. Sharing with anyone, even with my parents at first was hard, but I had to get justice. Guidance and counselling are important. It is what has helped me to overcome the stigma and negative feelings I had in me.”

Timothy Opobo, Executive Director of The AfriChild Centre in Uganda, emphasised the need for more data and investment in research to prevent child sexual abuse and exploitation effectively. “Building the evidence base through rigorous research is crucial to ending harmful social norms and beliefs that don’t work in the best interests of the African child,” he said.

Among the key findings based on original research and analysis of 125 studies and over 36 million reports are:

Déguiche meets with FIFA and CAF delegations


Tunis: Representatives of the FIFA and the Confederation of African Football (CAF) expressed satisfaction at the positive relations between the Tunisian Ministry of Youth and Sport and the Tunisian Football Federation (FTF) on the one hand, and the Ministry, FIFA and CAF on the other, the ministry said on Monday.

At a meeting held on Monday in Tunis between Youth and Sports Minister Kamel Déguiche, FIFA Director Member Associations Africa Gelson Fernandez, CAF Representative Jean Jacques Diene, and FIFA Senior Member Associations’ Governance Ahmed Harraz, it was agreed that solutions could not be projected, but rather should be consultative and respectful of national sovereignty.

The meeting turned on the management of the FTF’s affairs and the solutions proposed to ensure that the current sport season and the period leading up to the elections are completed under the best possible conditions, reads a ministry press release.

The talk alse helped discuss several issues, including mainly those that have cont
ributed to the deterioration of the FTF’s situation following the cancellation of elections twice and the rejection of candidate lists, making it necessary to review the electoral law and the statutes of the FTF.

“This meeting, the third between the ministry and a FIFA delegation, was marked by a positive atmosphere and constructive dialogue, with the FIFA and CAF representatives voicing willingness to cooperate and support Tunisia in coordination with all stakeholders in a spirit of neutrality, transparency and respect for national sovereignty in the interest of football and Tunisian sports in general,” the press release reads.

The delegation arrived in Tunisia on Monday morning as part of an official visit to assess the FTF’s current situation and prepare a final report, at the end of which FIFA will take a final decision and implement a roadmap to be determined at a later date, following meetings with all stakeholders, represented by the supervisory authority, the FTF and club officials.

Production and export of dates: companies called to partake in “Exporti” programme


Tunis: Companies specialising in production and export of dates and by-products are called to submit their applications to take part in the “Exporti” programme before June 14.

Implemented by the German Agency for International Cooperation GIZ -Tunisia, in partnership with the Ministry of Industry, Mines and Energy, “Exporti” programme provides tailor-made support for companies to help them boost their exports to European Union (EU) markets.

This programme falls under the PACE-AMIT component (support to the modernisation of the Tunisian industry) of the Qualitative Growth for Employment (QGE) project. The project is funded by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ Tunisia said on Monday.

The programme also provides for training sessions by international and national experts on the requirements of European markets.

Prospection and networking events to connect with potential European buyers are scheduled.

Tunindex ends Monday’s session up 1.2% to 9,486.3 points


Tunis: Tunindex closed Monday’s session up 1.2% to 9,486.3 points with a modest volume of TND 5 million, according to broker Tunisie Valeurs.

Ciment de Bizerte shares were the best performers after rising by 3% to TND 0.680.

BIAT shares also performed well rising by 2.6% to TND 97, generating a capital of TND 582,000.

Tawasol Group Holding shares fell by 4.3% to TND 0.660, trading for only TND 39,000.

Délice Holding shares also dropped by 0.5% to TND 11.840, trading for TND 375,000.

Carthage Cement shares were the most sought after. The stock price rose 0.5% to TND 1.960, feeding the market with a capital of TND 1.1 million.

Blue economy, Coastline without Plastic strategy to meet environment priorities


Tunis: The roadmap on blue economy and the Coastline without Plastic strategy were devised, with the support of the World Bank, to meet the challenges and priorities set by Tunisia and the United Nations, said Minister of Environment Leila Chikhaoui.

Both are premised on a wealth and job-generating economy which guarantees environmental balance and social inclusion of target populations.

The minister was speaking Monday at a workship in Tunis on the theme: ” Launch of Synthesis Document of the Roadmap on Blue Economy and the Coastline without Plastic Strategy.”

She said the aim is to face up a triple environmental crisis triggered by climate change, loss of biodiversity and pollution.

The operational roadmap sets up 11 areas of priority investment, 31 long-term objectives and 35 priority actions. These areas cover mainly tourism (spa tourism, ecotourism…), fisheries and aquaculture and the fight against plastic pollution.

The implementation of priority actions, the minister said, will be funded by the St
ate budget and the contribution of the private sector and technical and financial parteners, as was the case for the pilot project of Kerkennah ecological transition

which would facilitate the implementation of the blue economy roadmap and the afore-mentioned strategy.

Tunisia has undertaken since 2019/20, as part of cooperation with the WB, to draw up the blue economy strategy which revolves around the protection of the maritime and coastal space so as to foster sustainable economic growth, said Director General of Environnement and Quality of Life at the Ministry of Environment Hédi Chebili.

A participatory approach was embraced involving all ministries, civil society and the private sector, he further said. The strategy is expected to be implemented immediately by all stakeholders.

Alexandre Arrobbio, the WB Resident Representative in Tunisia, said blue economy shows significant potential for the country wit a 14% contribution to the GDP and 500,000 jobs, including 13% for spa tourism.

The two strateg
ies will help invest in economic development and environment risk management, he said. The bank is ready to support Tunisia which had already requsted technical support.

Director of Quality of Life at the Ministry of Environment Awatef Messai said the Coastline without Plastic strategy helped define five strategic objectives, namely governance, financing, plastic waste management, innovation and research and awareness; this in addition to operational objectives. The strategy, she said, includes 68 measures and 34 with projects, including 17 priority ones.

Pilot actions mainly include reduced usage of plastic in hotels, putting nets in streams to minimise the movement of plastic to the sea, doing away with illegal dumps and selective waste sorting.

Hachani meets with officials from French group Total Energies and Austrian electricity group Verbund


Tunis: Prime Minister, Ahmed Hachani had a meeting, Monday, at the Kasbah Palace, with President of the Gas, Renewables and Power (GRP) and a Total Executive Committee member, Stéphane Michel and General Manager of the Austrian electricity group «Verbund», Franz Helm.

During the meeting, the PM spoke of the importance of the memorandum of understanding signed, Monday, between the government, the French group “Total Energies” and the Austrian group “Verbund”. The document aims at launching the production project of green hydrogen (H 2V), from Tunisia and export it to Europe by pipeline.

He expressed Tunisia’s support for this project which seeks to promote the energy transition in Tunisia, foster investment and boost the national economy, adding that the production of renewable energies remains a strategic national choice amid the climate change.

President of the GPR emphasized the expertise by his group enjoys in Africa and the Middle East, adding that Tunisia has a number of advantages, mainly a qualified

Tunisia signed, on Monday, a memorandum of understanding with the French group “TotalEnergies” and the Austrian group “Verbund” to carry out the project for the production of green hydrogen (H 2V) from Tunisia and export it to Europe by pipeline.

This project to produce green hydrogen (H 2V), from Tunisia and export it to Europe by pipeline, aims to produce in its first phase 200,000 tonnes per year of green hydrogen as well as install approximately 5,000 megawatts of renewable energy and 2,000 megawatts of electrolysis technology.

It is expected that the production capacity will reach one million tonnes per year, with the
installation of 25 gigawatts of renewable energy, with an investment amounting to 6 billion euros (approximately 19.8 billion dinars ) for the first phase and 40 billion euros (132 billion dinars) for the final phase by 2050.

Environment: Official launch of Tunisian-Swiss cooperation to implement the Paris Agreement


Tunis: Tunisian-Swiss cooperation to implement the Paris Climate Agreement and combat climate change was officially launched on Monday during a ceremony organised by the Ministry of Environment at the Tunis International Centre for Environmental Technologies (CITET).

It is part of the implementation of the Paris Climate Agreement signed between Tunisia and Switzerland in December 2023. That bilateral agreement aims to raise the level of ambition of the two countries’ respective climate change commitments and constitutes the legal basis for taking advantage of the opportunities offered by the cooperative approaches between countries, as defined in Article 6 of the Paris Agreement.

This cooperation will accelerate the implementation of the two countries’ respective Nationally Determined Contributions (NDCs) and promote green investments in Tunisia.

While stressing the importance of such cooperation, Minister of Environment Leila Chikhaoui pointed out that Tunisia’s updated NDC aims to reduce its carbon inten
sity by 45% by 2030 compared to 2010.

She also noted that Tunisia is one of the Mediterranean countries most affected by polluting emissions, although it only contributes 0.07%.

For his part, Swiss ambassador to Tunisia, Josef Renggli, underlined his country’s willingness to invest in green projects in Tunisia in order to limit the impact of CO2 emissions and support efforts to combat climate change.

The Paris Agreement is a legally binding international agreement on climate change. It was adopted by 196 parties at COP 21, the United Nations Climate Change Conference in Paris, on December 12, 2015. It entered into force on November 4, 2016.

Its overall objective is to ‘hold the increase in the global average temperature to well below 2°C above pre-industrial levels’ and to ‘pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels.’

Article 6 of the agreement allows countries to enter into ‘voluntary cooperation’ with other countries to achieve their respective national climat
e goals.

Cabinet discusses budget financing bill and draft decree on tax privileges for Tunisians abroad


Tunis: The Cabinet meeting chaired by Prime Minister Ahmed Hachani on behalf of President Kais Saied on Monday, discussed a draft law on the financing of the state budget and a draft decree regulating the tax privileges of Tunisians living abroad.

The draft law concerns the approval of the financing agreement signed on May 16, 2024 between the Tunisian state and a group of local banks to finance the state budget by mobilising a foreign currency loan to meet the financing needs provided for in the 2024 Finance Law, according to a statement issued by the Prime Ministry.

The draft decree “regulates tax privileges for Tunisians living abroad and the conditions and procedures for granting them”.

The proposed draft decree comes within the framework of establishing the conditions and procedures for the application of Article 24 of Law No. 13 of 11 December 2023. This article allows Tunisians living abroad to benefit, once every ten years, from a total or partial exemption from the payment of customs duties and fe
es when importing or acquiring on the local market a motorcycle, a passenger car or a car for professional use, including off-road vehicles with a gross weight not exceeding three and a half tonnes, according to the draft decree.

The proposed draft decree also includes provisions to harmonise with the amendments to the Customs Code and Decree No. 197 of 23 January 1995 on the regulation of tax privileges for Tunisians abroad, in order to make it easier for Tunisians abroad to benefit from these privileges.

It also includes hybrid vehicles and vehicles that run exclusively on electricity among the types of vehicles covered by the exemption, in line with technological developments that use alternative and clean energy and in response to requests from Tunisians abroad.

At the opening of the meeting, the Prime Minister welcomed the new members of the government and stressed the need for harmony in the carrying out government work and coordination between the various ministries.

“Journalism is a humanitarian mission and a national duty,” Wael al-Dahdouh says from SNJT offices


Tunis: Journalism is ultimately a humanitarian message and a national duty, and we have tried to fulfil this duty as fully as possible, and I think we have succeeded,” said Wael al-Dahdouh, a Palestinian journalist and “symbol of resistance”.

He was speaking at the headquarters of the National Union of Tunisian Journalists (SNJT), where he was received on Monday as part of a week-long visit to Tunisia at the invitation of the union.

“We tried to set an example (in the field of war journalism) despite all the trials and tribulations, and I believe that we, as Palestinian journalists, succeeded in doing so, even though the price we paid was very high. I believe that such a sacred and humanitarian mission deserves the high price we have paid and are still paying”.

He expressed his hope that this visit would be “a good opening for cooperation for the cause of journalism and journalists, and for human rights in general, including the right to freedom of opinion and expression and the right to know”. The latter
“has been absent for years behind masks, obfuscation, falsification and confiscation of this right,” he stressed.

“We in the field exercised our natural right, guaranteed by law, and carried out this noble humanitarian mission. I hope that we succeeded in communicating what they wanted to hide, confiscate and suppress, so that all the plans could be carried out in silence. I think we have done that despite everything and despite the pain that you have seen live”.

He also said that this war “came to expose and remove the masks from the faces of many institutions that preached about freedom of opinion and expression and the right to know”.

He expressed his gratitude for the waves of solidarity with Palestine not only in Tunisia but all over the world, including the United States, which strengthen the Palestinians and motivate them to continue their steadfastness.

For his part, president of the SNJT, Ziad Dabbar, expressed the solidarity of all Tunisian journalists with Wael al-Dahdouh and all Palestinian jo
urnalists.

He prayed for the souls of the journalists who are martyrs of word and image and for the souls of all martyrs of Palestine.

Dabbar stressed that the Palestinian cause remains the central Tunisian cause, based on the firm conviction of the justice of this cause and the inevitability of supporting all liberation causes in the world, expressing Tunisia’s pride in the steadfastness of the brave Palestinian people.

Diplomat Tarek Ben Salem appointed Secretary General of Arab Maghreb Union (MFA)


Tunis: Tunisian diplomat Tarek Ben Salem has been appointed Secretary-General of the Arab Maghreb Union (AMU) for a three-year term starting on June 1, the Ministry of Foreign Affairs, Migration and Tunisians Abroad announced on Monday.

Ben Salem’s appointment was made ‘in accordance with the provisions of the 1989 treaty establishing the Arab Maghreb Union (AMU), at the proposal of President Kais Saied and after the approval of all the heads of state and government of the member states of the Union’, the ministry said in a statement.

Ben Salem will succeed the union’s current secretary-general, Taieb Baccouche (Tunisian), who was appointed to the post in May 2016 following a meeting of the union’s foreign ministers.

Tarek Ben Salem, 64, joined the Ministry of Foreign Affairs in 1990 and has held several posts, most recently as Ambassador Extraordinary and Plenipotentiary of the Republic of Tunisia to the Russian Federation in 2019.

The Arab Maghreb Union, a regional union, was founded on February 17, 198
9 in Marrakech, Morocco. It is made up of five countries: Tunisia, Libya, Algeria, Morocco and Mauritania.

President of Republic to pay state visit to China from May 28 to June 1


Tunis: President Kais Saied will pay a state visit to China from May 28 to June 1, at the invitation of his Chinese counterpart, Xi Jinping.

The President of the Republic will also participate, as a guest of honor, in the opening ceremony of the 10th Ministerial Conference of the China-Arab States Cooperation Forum to take place on May 30 in Beijing.
